The answer to the second question is, no. You can build a fuel cell yourself for under $200. If you purchase a universal fuel cell, you are looking at around $1400, however, when you trade your car, you keep your fuel cell. That being said, if it cut your cost down by $1000 a year, would it be worth it? Certainly. Second of all, you get breaks from the IRS for having fuel cells on your automobile. That in itself, would over the course of a couple of years pay for the cell.
